Nothing happens when i try start or raise skeg

I launched my boat and tried to raise the Mercury 9.9 Pro kicker motor. It sounded like it was laboring, but I kept on going with it. Suddenly it quit. as though no electricity comes to engine. nothing when I push the start button or the up/down button for the skeg. I replaced the two 20 amp fuses but still nothing. There is electricity coming into the engine at what is probably the solenoid for the starter.

Can you help me with a suggestion of what to try or replace?

What are the volts going to the fuses?
