92 Mercury Latch problem

I am having a problem with my cowl latching tight enough, it will just come loose and bounce around on the motor while driving. It seem all three latches are loose but the worst latch is starboard side. I have all the parts I think I just need to adjust the bracket up or down so that it will latch tighter but I am not sure. Any help would be appreciated.
