tilt trim gauge reading

Hello, The tilt/trim gauge on our Mercury 60 hp Big Foot is not reading correctly. It only moves about 20% of the distance it should based on our gauge markings and previous operation. I have loosened the sensor and adjusted the position but no difference and I have removed the sensor and manually moved the dial but still no difference. It moves, but very little. I think it's probably the sensor but could be wiring or the gauge. What are my odds on it being the sensor?

Could be any of it, test sensor with ohm meter to see if working ok.
