Motor will not turn over

I have A Mercury 225 XL EFI S/N #OT468887 It will not turn over when I turn the key the starter gear jumps up and the starter keeps clicking but the starter motor will not turn. I replaced the battery, and the starter I still have the same problem,any idea what could be wrong?

Check battery cables probably have a bad cable.
