no fuel to top cylinder

i have a 2002 15hp 2-stroke merc that does not look like it is getting fuel to the upper cylinder. i have taken the carb off and cleaned twice, check the reeds they looked good, i replaced the fuel
pump,checked the coils and swaped out the cdi box.put in new plugs.it starts hard you have to choke it most of the time. when i get it running i let it run for 10 min. and pull the plugs the bottom plug looks like it has been fireing
but the top plug looks like i just took it out of the box, and its not wet. while running if i pull the plug wire on the top there is no change but if i pull the bottom plug wire it quits. anyone have any ideas what to do.

Need to run a compression test on engine, Check to see if have spark on both cylinders.
