1992 Mercury 40 HP 2 stroke Outboard Carb Gasket Question

I'm installing a gasket kit (Quicksilver 1395-9651). There are two small washer-style gaskets for the base of the fuel bowl,
one for inside and one for outside. I can't tell which goes where. Old ones already removed! Suggestions, please...
