1984 50 hp mercury out of fuel

I have a 1984 50 hp mercury that will not start after it has been sitting for about 20 -30 min. I have a new gas tank with primer bulb and also the reed valves were replaced recently. The motor must be primed each time i need to start. Thanks for your advise!

May need carbs removed and cleaned, may have air leak on intake of engine, may need to sync carbs and check that adjusted properly.
