Mercury 2002 115 elpto "other" Filter??

There are (2) filters shown on parts list for this motor. One is clearly identified as a fuel filter, the "other" filter is only designated as a "filter"...What is this "other" filter for? Thanks in advance.

They are both fuel filters, one before fuel pump one after.
