i recently purchased a 5 hp 2 stroke 1994 vintage...it will not always go to high rpm...it spits fuel back through the carb..there appears to be a part missing off the front...according to the parts dia. it's a baffle plate...(ordered) or according to another outboard tinker the reed plates are dirty or bent...(ordered and rec'd)...should these cure the problem????

 Have you tried removing the carburetor, thoroughly cleaning (varify all air/fuel passages are clear) then resetting the adjustments? Reeds can cause the spiting of fuel back out the throat of the carb, however the carb baffle is more of a fire suppressor.Regards
