just rebuild my 1990(ish) 15 hp 2 stroke mercury outboard (3 times). I now have THE  cleanest carburetor on my dock. But it keeps stalling...running out of gas. I can keep it going if I pump the primer ball ferociously.  otherwise it just runs out of gas. Have tried a neighbors tank, line and  primer ball- same result. I tested the fuel inlet valve and the fuel filter- both are free of obstructions. 
I am suspecting the needle valve in the float bowl, but when I bench test it, I cant make it 'stick' ?
