Default water in bottom cylinder

I have a 91 mariner 60hp that stalls when put in gear in the water. items done so far : synked carbs, cleaned carb , ajusted idle in water in gear , checked timing, compresion 135 in all 3 cyl.,new plugs, good spark. it is still stalling pulled the plugs and noticed water in bottom cylinder not shure if that is our problem or just a result from starting and stalling so many times trying to trouble shoot. any help ? Thanks

Might remove cylinder head and exhaust plates, check for holes corroded through head and inner exhaust plate into water passages.

If engine has ever overheated I would look at the exhaust plate area also, the other prossible culprit would be a bad lower crankshaft seal.
