Default 25hp mariner runs 1/4 throttle then breaks up
i have a 25hp mariner outboard ,when i put it in forward an try to throttle to full it breaks up an when its at 1/4 throttle it runs fine. any answers would be a big help

check fuel pump, carb,plugs,also check for vaccum leaks at carb...
