Default Tilt trim

I have a 98, 40 hp Merc Force. Trim operates normally when engine is not running and operates normally at idle or very low rpms. However, as soon as I give it some throttle the motor lowers by itself all the way to the down position. Can't adjust unless I cut the engine, idle or bring the rpms super low. What's causing this?

It sounds like your power trim valve body is going bad allowing fluid to be pushed by.
