Default replaced impeller still not pumping water

I replaced the impeller on my 98 mercury force 120hp but still not pumping water. When i removed the lower unit there was no seal-water tube part# 43023 2 and gasket #817277 was missing from the faceplate. Does a rubber tube or metal tube supposed to connect to the impeller housing to pump water up through the engine. There was just a hole on the rear of the impeller cover and no tube. Is this the reason no water is pumping to cool the engine.
I had a local shop to replace it 2yrs ago and it only pumped a weak stream then, i dont beleive they replaced the gaskets.

Thanks for your input I have 6 grand kids that want to go tubing in this hot weather. Happy 4th of July to everyone

There is supposed to be a water tube that runs up from the impeller housing to the bottom of the powerhead.
