Default force 35 hp outboard

Hi guys i have a 35 hp force outboard engine and i can not seem to keep it running. it starts for a couple seconds and then dies and keeps doing that. if it starts and i give it full throttle it will still die after a couple seconds. i have heard that this might be a carburator problem but i dont know. It has newer gas in it could the mixture not be right? does anybody know how to fix this?

And one other question when i am trying to start it should water be coming out the exhaust or not because the engines not warmed up yet? Thanks

Oh and the engine has not been started for about a year is there any tune up things i can do i already replaced the impeller and the spark plugs. Thanks

Need to do a compression test, clean carb and probably need to replace water pump.
