71 mercury 7.5 no fire

i just bought a 71 mercury 7.5. serial is 301####. it has sit for at least a year and previous owner had not even tried to start it. cleaned the carb, still no fuel in the cylinder. carb is getting fuel to it. no spark either. wires to coils broken and exposed. where should i begin to get it running???

Well start replacing the broken wires for one. Get spark from there worry about fuel.
