Default XR6 150 questions

I have a 1999 xr6 150 with a couple of issues I would like some help with.

It hesitates on acceleration feels like may be missing slightly, worse when cold. Idle seems rough like its "loading up". I took it to a dealer they said it seemed normal on running on a hose, no load condition.
Any ideas?

The boat is a 20' Alumaweld intruder. It has a aluminum 3 blade 19p prop and runs about mid 40's for speed but only 5200 rpm.
I think the top rpm rating is 5600, can I gain top speed, rpm and acceleration with a different prop? Or am I going to have to sacrafice 1 to gain another?

Most hesitation problems are resolved by cleaning carbs and synchronizing carbs and linkage.
Dropping to a 17 pitch prop would give you rpm's and improve hole shot but probably lose some top speed.
