problem with my 2 stroke 40 hp mercury outboard engine

Hi,
I have a 2 stroke 40 hp mercury engine that does not want to start. Yesterday me and my friends were looking at all possible things that could have cause this.I have already cheked the fuel and sparkplugs, but cant get it to start. The batterries are good. When I turn the key, the flywheel only rotates a moment, but fails to start. Can you please give a hint on what i not have been doing, or what i should do. Thank you very much,

More info needed are you getting fuel are you getting fire? 3 cylinder or 4 cylinder all ground wires / connections tight?

Does it keep rotating as long as your holding the key?
