Default Power tilt issue

I have a 1988 70 hp merc o/b the power tilt is not working. It is behaving like a dead battery when I engage the tilt button on the controls it just clicks then nothing. I have checked the battery and wires on the battery and all seem good. Is there an in line fuse? Any ideas are greatly appreciated!

Hi thanks for your advice on the trim. what I did not mention is that the boat does not turn over either the engine just "clicks" which seems like solinoid as you suggest. Is there a connection between the 2?

Check battery and battery cable connections, may need to cleaned and tightened. Check cable connections at engine. May not be getting enough voltage to engine.
