Default Mercury Oatboard boat motor

I have a Mercury 3.9 Outboard early 70's model. It will not stay running. It starts and runs for about a minute and then belches and starts to quit. I move the choke lever back to choke and it runs another 15-20 seconds then quits. I've noticed the primer bulb gets hard but if I hold the bulb it squeezes closed. I've taken the cover off and it looks like gas is dripping out of the carburetor. Can anyone help me? Thank You )

Sounds like it needs the carb removed and cleaned. If the primer sucks flat it also has a plugged fuel line or plugged pickup tube in gas tank.
