Mercury 25 hp 1999 2 stroke no top end

I have a 1999 mercury 25 hp 2 stroke that starts right up (electric start ) runs nice up to about 1/4 throttle then it just bogs down with no power .I've cleaned the carb ,new plug and fresh gas but with no success . Is there a high speed screw on the carb that need adjusted of is this coil or electrical problem .It idles fine.

Try a new fuel hose and different gas tank if have one.

if it runs on new tank and hose, then you know the problem is on the boat not motor

sounds like fuel pump
