Not charging battery. Battery voltage out of alternator is 11.9 volts. How do I check the voltage regulator in the alternator or is there a fuse or fusable link in the wiring.

There is a fusible link in the red wire that runs from the alternator to the starter solenoid.
If you are only reading 11.9 VDC at the alternator it is toast but check the fusible link as well.
