Default mecr 110 carb flooding

I inhearited a '76 merc 110. It had not run in 10+ years. I put in a new impeller, and rebuilt the carb. I got the motor running, and it seems to run OK, but It is hard to start, and floods after sitting. I suspect the float (kit did not come with new float). I adjsuted float seetings to spec.

Question - is there a spring with the needle valve? Parts diagram says needle and spring, but carb, and kit did not contain any needle spring as far as I can tell.

Do you think a new float will fix the issue?
