Default Low Fuel Pressure on Optimax Causing Not to Start?

I have two 2000 model 200 hp. Optimaxes. One of them will not start. It will crank and crank but it will not fire at all. The fuel in the fuel rails are only building to about 55 psi. I checked both the lift pump and the low pressure electric pump and they seem to pump just fine. At this point I am almost convinced that the high pressure electric pump is the problem. Will this low fuel pressure cause the engine to not run? I took out a couple of spark plugs to check for spark and the plugs were dry with no gas on them. Is this normal in this situation?

Default

Could be fuel pump in vapor separator tank but need to have fuel and air pressure tested at fuel rails.
