Kill Switch--Steering handle

Hi!

I'm an owner of a 1991 15hp Mercury outboard. The ignition shut off switch located at the end of the steering/throttle handle does not work. I've located a switch kit here: Mercury Outboard Parts 15 0A197112 THRU 0D280999 SWIVEL BRACKET AND STEERING HANDLE Diagram however the 'kit' is not available.

Any suggestions?
