Default Impeller problem??

I just picked up a boat with a 200xri on it. After running it on the lake and getting it home i wanted to flush it out. I put the flusher over the intake holes ran the water and got nothing out of the upper piss hole. Fired the motor and let it idle and still got no water. shut it down after a minute of no flow. Is there another way to see if i am getting water to the top?

Best to put it in water to tell, either back it down the boat ramp or put in in a tub of water(water level needs to be about 8 to 10 inches above cavitation plate on gearcase)
