Default help removing lower unit

I have a Mercury 2003 25 h.p. outboard. I have removed the four bolts that attach the lower unit. I can only get the lower unit to move a couple of inches or so. How do I disconnect the shift cable? My motor has the shifter built into the throttle.

You have to disconnect shift shaft from linkage at engine on top end of shift shaft.
