Default 97 2stroke remote control
P/N 89246A80
CONVERSION KIT, Tiller to Remote Control (Manual Start), Manual Tiller to Manual Remote

SN# USA-0R192772/BEL-0P513330 & Up

is this the correct P/N for the throttle/shifter control and not sure about the steering arm (part that connects to the engine to the steering cable?

engine is a 97 2stroke manual start would like to keep it a manual start too.

Yes if the serial number of your motor is equal to or higher than 0R192772.
The steering link arm kit part number 17024A03
