just biught a pontoon boat with a 95 60 hp mercury runs great at idle revs up fine in nuteral took it to river runs fair up to about a quarter throttle then anything after that wants to die i can push the choke in for a few seconds and it will pick up and start to plane off but then it will die back downso i went to the dock and took the carbs off cleand them was some better but still had to choke it all the time and have yet to be able to give it a full throttle please help starting to get discourged

Still sounds like fuel problem, you can also check the timing linkage. Sometimes they will come off not allowing the engine to run properly at full throttle.
