90 model 150 black max HELP !!

I have a 150 black max and it runs pretty good on the water hose but won't run at all in the water well mite start up run for min but it dies . What dose this mean ? And the people I got the boat and motor from it has 2 big holes cut out above the lower unit I guess to make it louder but should a little water be coming out of these holes ? Sorry for the long post . Thank you all for any help .

Probably need to remove and clean carbs. If they cut into exhaust then will see water come out.
