Default 9.9 four stroke problem

I have a 9.9 four stroke kicker. It runs great until half throttle,then acts as if is starving for fuel. Have changed plugs, fuel line & bulb, filter and had carb cleaned. I need suggestions. I am completely stumped.

Try a different fuel tank
Then if that gets you no where try squeezing the primer bulb when the problem occurs
If it responds, check the fuel pump.
If that doesn't get it then it is time for basics
Motor needs
1) compression
2) fuel
3) spark at the right time
in order to run.

pump the primer bulb
if it picks up bad fuel pump or fuel lines and primer bulb

anytime i have a motor that never runs

i use a good gas tank and fuel lines

It soundslike you have done the right things!! 90% of problems are fuel related. I would get some Sae Foam and fill the carb bowl with it through the drain plug (hex screw on bowl) Let it sit for 15 minutes drain and fill with fuel. sounds like main jet problem. I have an 05 15hp. bought it used. Ran rough at low speeds and loaded up and coughed as I opened the throttle. Turned out the head was warped and crossover was occuring between the cylinders. After flatting the head and a gasket it runs like a shot!! good luck.

Default Still not working

Had a mechanic out today. cleaned carb and put new plugs in it again. He thinks that one cylinder isn't firing. New plugs are not the same color after running the motor. He is going to take it to his shop and run more diagnostics on it. He thinks it may have a wire going to ground and not allowing the one plug to fire. I will keep all of you posted. Thanks for all of the help.
