Default 60 hp Waterpump changeout

60 hp serial # OG238499. Trying to change waterpump and having problems getting lower unit to come off. Put in reverse and removed 2 bolts off each side and 1 under trim tab and still acts like something is holding foot in front. What am I doing wrong or over-looking ??

You should have all the bolts out. Might try tapping on housing with rubber mallet to see if will break loose.

Question

Tried rubber mallet and no luck. Could the splines on the shaft to the foot be rusted to the crankshaft causing this ??
