Cool 40hp four stroke

I have a 2001 40 hp 4stroke it runs fine at first at wot and in about 400 yards it dies and will only idle it has a new fuel pump,fuel lines and the carbs rebuilt does anyone have a clue what could be wrong with it I have had two different tech work on it and I am a auto tech and can't find the problem

In most cases that is a fuel problem. You can get a vacumn gauge and connect it to a tee fitting then install tee in fuel line just before fuel filter on engine. If you get 4" or more reading then it has a fuel restriction in fuel delivery system in boat.

all fuel lines and filters have been replace and fuel pump fuel flow test ok anything else?
