Default 40 HP tilt and trim problem maybe?

I have a 1998 40 ELPTO whose tilt and trim worked fine last fall when it was stored for the winter. This spring it worked in the up direction but not down consistantly and sometimes not down at all. On a shakedown run it didn't stay trimmed.
I swapped the relays and it worked down and not up. I installed a new relay and the same problem. I checked out the switches and both are fine as is the wiring harness. Battery is fully charged. I checked the fluid in the pump and it was full and pink. Swapping the relays seemed to sometimes make the problem move from up to down and vice versa. After several hours of playing with both switches it seemed to fix itself.
Is this something that happens after storage such as motor brushes or some hydraulic valving? Should I be concerned about some part in particular. Motor has low hours and in Northern Michigan not much use.
Any advise is appreciated.

Probably need to replace both relays.

if replacing the relays don't fix it, I had to order the wiring harness (not a bad price, like $30.00)that the relays go into...which includes the relay sockets.

I too think that you would have to replace both the relays.Do it and if there is still problem ,then do tell us.
