Default 25 hp mercury carb float

Hey just had a quick question thanks for your input in advance. Just took the carb off my 25 hp 88 merc outboard and noticed the float had fluid inside. Was wondering if this was how the fuel level was set in the bowl or if the float has a hole that allowed the gas to enter the float? Once again thanks for the help.

Default Hole in float

The float if it's plastic can be fixed with JB Weld or copper pipe solder if it's metal. Allow the float to dry out and find the hole and repair. The float can be purchased new and probably cheap. I would buy one if it were me. This should help with the float level adjustment.....Tom
