Default 2002 225 HP Outboard

I can't get me lower unit to drop to enable me to service my water pump. I have removed all of the bolts and can't get it to budge? I am the original owner of the engine.

If it's the bolts are corroded then try soaking with oil and may have use heat to get to break free.
