I have a question about my oil system on my outboard. There is a line going from the top of the tank on the engine to the tank iin the boat, This line has a (T) fitting about 3" down from the engine tank and there is an unused port on this fitting. Does this port need to be capped or plugged? Or is this a pressure popoff.?

That is an air vent in case the oil line from the tank to the motor gets restricted the motor can draw oil from the tank.
