20 hp mecury cuts out

I have a 1985 20 hp mercury out board that keeps stalling every time i open the throttle. i have replaced both coils, trigger,stator and power module.cleaned and rebuilt carburator..fuel lines are ok and gas is fresh.i still need to replace spark plugs, but spark test seems ok. it seems as though its not getting the gas ...when i open the throttle it revs for a few sconds and dies i also have to leave the choke part way open to keep it running even at idle....any ideas?.. thanks...

If you are having choke it to keep running then there are still plugged jets or passages in carb.
