1999 9.9EL power problem

I have a 1999 9.9 that just stopped running the other day. I can trace power to the switch/power pack, but there is nothing going to the plugs. Is it safe to assume that I have a bad switch/power pack? It is a pretty expensive part, I just want to verify before I order a new one.
