1994 Mercury 15 elec. st.

I have a issue with my '94 15hp Mercury elec. st.
No matter what gear, F or R, the fastest it will go is idle.
What could be the issue?

Also, when in either gear, should the prop turn in the opposite direction?

Any help with these issues would be greatly appreciated.
