Default 1994 60hp Mercury, serial# 0G024781, tilt/trim inop

Tilt/trim motor activates but motor doesn't move. Where do I begin? It appears to be a 2-wire, single ram system. I relieved pressure on the side screw but can't move it up more than a few inches; will get some help. I checked the fill/drain? screw (black plastic--slotted and hexed) by loosening slightly and have clean fluid escaping, and then tightened it back up. Just bought the boat; don't know the history.

Loosen the manual tilt screw and raise motor(it's hard to lift by hand, may need help) up and lock in up position. Recheck fluid, let motor tilt down and raise back up by hand. Check fluid again, tighten manual tilt screw and tilt up and down with trim switch.
