15HP 2007 4stroke

Have this on my 36ft cat with a Panther bracket, Problem is cooling water coming out starboard side by yoke. Had a guy take it apart and try to seal it but its still coming out- just reduced amount Guy said it would not hurt anything -but I dont like it. Is this a endemic problem? HELP? Thanks
