Question 07 mercury 25 Hp power tilt conversion
I just got a 2007 mercury 25 hp EFI outboard and was wondering how I could convert it to power tilt.

What is the Serial number from the unit.

The serial number is 0R201796 .

Your specific model does not offer a kit, however they were offered with power trim and tilt. So you can go through the following diagrams and purchase the parts you require.
