Default 07 Merc 90 4 stroke efi issue

I have been working on my neighbor's pontoon today and have a question about the EFI system in these Mercs. The low pressure fuel pump will not run but on testing the pump outside the motor it runs fine. The pump has 12v on the + and - side of the electrical connectors. Now I know that you would need to drop the minus side to ground to energize the motor but I have no drawings or schematics to know how this is done. There is a float switch next to the pump in the assembly and it appears to be constantly in an open state no matter how you hold this switch. Is this the problem? I have had a hard time finding a manual for this motor, the only Merc 4 stroke manual I can find is one I already own, it only goes to 2004. The EFI in this manual is a pretty far cry from the system in this 07 motor as the earlier systems seemed to have the mechanical low pressure pumps.
