1980 9.8 Only 1 cylinder fireing

Troubleshooting so far by removing both spark plugs, grounded both plugs against clean and bright bolt head. Only top plug sparking. Swapped wires coming from CDI switch box to coils. Now bottom plug fires. Removed flywheel, all wiring and connections appear sound.

Is there a test to check the stator coils or is this a CDI Switch-Box Issue?
