Optimax 200 power problem

I have a 2008 mercury optimax 3.0L 200 HP. The #2 cylinder is loading up on fuel and fouling the plug out. I've replaced the fuel injector, coil, spark plugs, and plug wires. The fuel pressure is 83,the air pressure is 91, cylinder compression is 100 on all the cylinders. What do you think?

2001 Optimax 200HP

I have a 2001 Optimax 200HP that is also fouling #2 plug. Have it at a Mercury Dealer and they cannot figure out what is wrong with it. I checked everything they know to check. Did you get your 2008 fixed? If so, what was it? Any ideas?
